Flood risk is one of the most important factors insurers consider when pricing home insurance. Properties in Flood Zone 2 or 3 often face higher premiums, and some insurers may decline cover altogether for high-risk properties.

The Flood Re scheme, launched in 2016, was created to ensure that most homeowners in flood-risk areas can access affordable insurance. Under Flood Re, insurers can pass the flood risk element of a home insurance policy to the scheme, which caps the flood premium based on council tax band. This applies to residential properties built before 1 January 2009. Properties built after this date are not eligible, which means newer developments in flood risk areas may face significantly higher insurance costs.

What are the flood risk zones?

The Environment Agency classifies land into three flood zones. Flood Zone 1 has a less than 0.1% chance of flooding from rivers or the sea in any given year (low risk). Flood Zone 2 has between a 0.1% and 1% annual chance of river flooding, or between 0.1% and 0.5% for sea flooding (medium risk). Flood Zone 3 has a 1% or greater annual chance of river flooding, or 0.5% or greater for sea flooding (high risk). Flood Zone 3b is the functional floodplain where water needs to flow or be stored in times of flood.

Does flood risk affect my home insurance?

Yes. Properties in Flood Zone 2 or 3 often face higher insurance premiums or may find it harder to obtain flood cover. Since 2016, the Flood Re scheme has helped make flood insurance available and affordable for most residential properties built before 2009. Properties built after 2009 in flood risk areas are not covered by Flood Re, so insurance can be significantly more expensive or difficult to obtain. Surface water flooding occurs when heavy rainfall overwhelms drainage systems and water pools on the ground surface. It can happen anywhere, including areas not near rivers. The Environment Agency estimates that around 3.4 million properties in England are at risk of surface water flooding. Unlike river flooding, surface water events are harder to predict and can affect areas that appear low risk on river flood maps.

How often is flood risk data updated?

The Environment Agency updates its flood risk maps regularly, typically annually for Flood Map for Planning data and more frequently for flood warning areas.
